Get an older bike. I just registered a '75 Kawi 2 stroke this week, first time it's ever been registered anywhere, much less Cali. Pretty straight forward due to the age, I guess '78 is the first year for motos to be compliant with smog. Plated and street legal with the CHPs blessing
